Mikayil Chingiz oghlu Jabbarov was born on 19 September 1976 in Baku.
From 1992 to 1997, he studied at Baku State University and graduated with distinction from the Faculty of International Law.
In 1997-1998, he obtained a Master of Laws degree from the McGeorge School of Law at the University of the Pacific in Sacramento, California, USA.
In 2004, he earned a master’s degree in economics from the Azerbaijan State University of Economics.
He has served as the Minister of Economy of the Republic of Azerbaijan (since 2019), Minister of Taxes of the Republic of Azerbaijan (2017-2019), State Tax Service Counsellor of the 2nd class, Minister of Education of the Republic of Azerbaijan (2013-2017), Head of the “Icharishahar” State Historical-Architectural Reserve Department under the Cabinet of Ministers (2009-2013), Deputy Minister of Economic Development of the Republic of Azerbaijan (2004-2009), President of the Azerbaijan Badminton Federation (2015-2021), President of the Azerbaijan Fencing Federation (2017-2021), President of the Azerbaijan Wrestling Federation (2021), and Head of the Working Group for the Alat Free Economic Zone (2024).
