He was born on March 1, 1950, in the city of Baku.
He studied at Secondary School No. 172 and at Music School No. 1.
In 1971, he graduated from the Azerbaijan Institute of National Economy (now the Azerbaijan State University of Economics).
In 1975, he began his teaching career as a lecturer at Baku State University.
Over the years, he was elected a member of the University’s Great Scientific Council and Dean of the Faculty, and served as Chairman of state examination commissions. He also worked as Executive Secretary of the student admission commission for other cities and Chairman of the Supervisory Commission of the University Party Committee.
In 2004-2009, he served as Chairman of the Expert Council on Economic and Legal Sciences of the Higher Attestation Commission.
Since 1998, he has been a member of the Board of the Yasamal District Organization of the New Azerbaijan Party, and Chairman of the primary party organization of the higher educational institution where he served as rector. Since 2000, he has been Head of the Yasamal District Intellectuals Society. He holds the degree of Doctor of Economic Sciences.
He served as Rector of the Azerbaijan Public-Political University, which has been operating since 2005. In the 1990s, this institution functioned as the Public-Political College under Baku State University, and later became an independent higher educational institution known as the Higher Public-Political College.
He is currently Professor of the Department of Economics at the Azerbaijan State University of Economics.
